Here are some of the issues you might face as an urban planner:
Where do you site the new hospital you are planning? You certainly don't want it within a given distance of an active fault, but you also need to think about which side of a major fault its on..since the approach roads could be broken in an earthquake.
What about allowing a new development to be built on an old lahar? Its a likely spot for a new lahar from a volcano? To build or to put in an evacuation system? Yosemite NP is redesigning the valley floor--should it continue to have cabins in rockfall danger zones? But if not there, then will have to be put in flood zones?

I tell my kids, "don't leave that stuff up high on the shelves, it'll bean you when the big one hits!" But they don't listen. Instead I'm drink'n with my buddies and when the ground shakes our beers slosh all over the dinning room floor.
