AMD has a feature called Cool'n'Quiet which basically slows the speed of the processor when it doesn't need full power so that you use less power. Just find the option in the BIOS that says Cool'n'Quiet and disable it.

EDIT: It might be under something to do with power, I can't tell you from personal experience, I only know about the feature I've never actually used it. You can disable it within Windows, in the Control Panel under Power Options, however I don't know if that would help in Linux. Also, there is of course the possibility that Cool'n'Quiet isn't even your problem here, but I am pretty sure it is. Explore your BIOS a little further or try looking in the manual, from what I have heard it is harder to find in some BIOS than others.

Is it a laptop or desktop? Typically a laptop CPU will run at a decreased speed until needed. My Pentium M 1.6 usually runs at 600Mhz which is fine for most tasks but ramps up when needed. On linux it depends on your desktop manager and what utilities there are for controlling CPU speed. Under Gnome there is an applet that allows me to set my CPU at full speed all the time if I wanted. It drains the battery quicker though. On a desktop system you could disable any power management settings in the BIOS forcing the CPU to run at full speed all the time. Unfortunately, being a Gateway you'll have limited capabilities in your BIOS.
