Swiss banks are very happy to handle large denomination deposits for their customers, often with out even knowing whom they are. The accounts are handled by account numbers rather then by names and are very secure. There is an international agency that handles third party (and often deeper levels) transactions to set up and manage these accounts.

The Swiss banks have a very low tax rate, and they are confidential. There is no name attached to them, just a number, so a person can't be traced.

Apparently the account holder can access their accounts by numbers only, only account numbers, no real identifications, so the crooks can keep thier money and no one can trace.
