Others are correct. This was written by Eric Idle of Monty Python fame. It is him actually singing in the version you posted.

The song originally appeared in the movie "Monty Python's: Life of Brian" and raised quite a stir as it portrayed Christians being crucified on crosses while whistling and singing along to this song. http://www.youtube.com/watch?v=1loyjm4SOa0

More recently this song appeared in their Broadway production of Spamalot.

Eric Idle is the original and it was made for a Monty Python movie.

In 1997, the song was recorded by Art Garfunkel and included in the movie "As Good as It Gets."
