We use language to communicate - to share information and ideas or to convey our feelings, opinions etc
If your assignment is about grammar and in English it is important to get it right. Your question is grammatically incorrect (even though I easily understood what you were asking).

The use of language is to communicate. By which, we share the ideas, feelings, and experiences; negotiate the meaning, develop the share values and norms. In a postmodern defination, it is fluide and ambigious means of communication because of the ideology.

There shud be one proper way to express what you feeling, u want to say, wats in ur mind....in a way the other person can understand and realize it....so Language is here for all of us..Its a language you use to communicate and u understand what I am saying and i am answering u .........its just the way u express urself

to be able to express feelings and thoughts no matter what language you speak...
for example, i'm not a native in english but i can understand what you've you asked and i can say what i think even when we don't have the same culture...
