The weather is not always good in San Francisco in the first week of February. We actually have RAIN, days of it at a time even, here in the SF Bay Area in winter!!
We are not Southern California with its much drier climate!!
Plus, in the winter we have a phenomenon called "tule fog" in which a lid of high or low pressure traps all moisture under 200 ft elevation, making conditions FOGGY AND COLD, as they were the day of the only Super Bowl ever held in the Bay Area at Stanford Stadium in Jan 1985 when the 49ers beat the Dolphins.
I do not think the NFL has any interest in another Super Bowl in the Bay Area.
Plus, the highly liberal taxpayers of the city of SF are hardly likely to approve a stadium with a lot of public funding, a new state of the art of the stadium would have to come from virtually all private money.

The people in San Francisco approved funds to renovate candlestick park. Then they approve fund to build build a new stadium at candlestick point. But the giants wanted a downtown stadium and the 49'ers want a hotel and shopping mall complex built around the stadium.
These owners are so arrogant, they think that that can just dictate terms to the city. So there will not be a stadium built in the near future.
Candlestick park is to small to host a super bowl and they do not have a proper parking lot. so they would have to host it at standford stadium.

NFL wants a new stadium, with lots of luxury boxes so they can get more profit. Also since its likely to rain in January they would prefer a dome or retractable roof. Once 49ers get a new stadium, then SF will have a better chance of getting a Superbowl.

I dont think they randomize super bowl staidiums, i am sure they have a specific favorites (Miami, San Diego, New Orleans), so SF might be a while, plus the team sucks so the business would be bad there
