It's in the episode where Santa's Little Helper mates with her on the race-track and the Simpson's keep her.
They have heaps of puppies and Mr Burns steals them and tries to turn them into a suit.

That is the answer. I've watched it 100 times at least. Homer bet on "She is the fastest" because he thought that name meant she is the fastest. Then Santa's Little Helper came into the arena in the middle of the race. They both fell in love and then Everyone got very Frustrated because the race was over before it had finished.
