Yeah, the question is sort of confusing. If you mean which nation is the most modernized, there are only a few which qualify:
United States
Japan
Germany
Finland
My guess is based on its size, most people will probably say the US is most modern, though that may or may not be true.

You need to rewrite this question and be a little more clear. What do you mean by 'modern'? Do you mean the most technologically advanced? The the United Arab Emerates. Do you mean the most politically advanced? Do you mean the newest? Best Education system? Please repost with a more clear question.

do you mean the most modernized (technology, etc) or the youngest nation?
1) Most modernized country: China or India
2)Youngest nations: Serbia and Montenegro (they are now separate entities)
