If the ball is kicked and is no good, the ball goes to the other team at the line of scrimmage of the kick.
However, if the snap is lousy or the holder does not handle it and falls on the ball and there is NO kick, the kicking team can attempt another field goal on 4th down.
I've never seen the latter happen though in 35 yrs of watching football.

The other team gets the ball.. you relinquish the right to maintain possesion.. Now.. some cioaches will attempt a field goal on third down just incase there is a fumble on the snal.. since the ball was not actually kicked and if they recover, they maintain possession and can attempt to kick it again, but that does not happen often..

It would be 4th down if this were a normal play. But I think that there is a special rule for kicks. A punt yields the ball to the opposite team, so I would think a field goal would do the same.

If you just miss, you turn it over.
Now, if the kick is short, a guy from the other team can field the ball and it is a live ball - they could run it back for a touchdown.
But most teams like to use all of the downs possible.

If kicked in bound the other team has a chance to return the ball, if out of bounds, other team takes over at spot of kick.

If it doesn't go past the line of scrimmage and you recover it you get the ball back and can try again on 4th down.
