Well ideally it would be a bit of all of them. You should approach them with an offer of assistance, and watch them, and if you think they are going to steal then alert a supervisor or security. I don't know about the laws where you are, but in Australia I believe you're not allowed to apprehend or search someone unless you've actually seen them walk out of the shop with the item. If they put it in their bag or pocket while still in the store they still haven't technically stolen it until they leave the premises. At the department stores here they teach customer service as the main form of theft prevention. If a customer feels that you are paying attention to them then they will be less inclined to steal for fear of you noticing.

Loss prevention can do nothing unless they PHYSICALLY OBSERVED THE THEFT TAKE PLACE. They cannot act otherwise. If you attempt to apprehend, you may be in over your head. I was loss prevention when I was younger and let me tell you...it can be, at times extremely volatile and dangerous.

Take them to the back of room, and tell them to empty their pockets. If they refuse, call the police. Just make sure you do it out of site of any witnesses. If they try to leave when you ask them into the back, call the police.
