I look for people all of the time, in this situation since she might be married, go to www.ussearch.com and do just the for free thing. AT least you can see if she still gets mail and where in her maiden name. If not search the state databases for marriage. You can enter her maiden name and see if she got married.OR pay a PI $50-100 and for sure find her.

28 years? She might be married, divorced or even dead. But it shouldn't hurt, to try to find and contact her.
