It's called a Zanpakuto and the guy in green, Urahara, didn't give it to him. It was always Ichigo's, he just couldn't release it before. It's name is Zangetsu. The form that you usually see is it's shikai, first release. Bankai, the second release has a different form.

Urahara never gave Ichigo that guy. Zanbuktou was part of Ichigo all along. When ichigo was trainning with Urahara, Urahara helped Ichigo to get stronger and help him find his i thnk it's called Bankai power i don't know about that but yeah its something close to it! yup yup =D i already seen it.
