W-e-e-ell, no, not exactly. It's grown in size because it got swollen up with water, but it hasn't truly grown, because it didn't take in nutrients which would cause the chemical reactions resulting in the development (growth) of the plant.

You can take a potato and cut it into pieces. Plant the pieces in the ground and a plant may grow.

I do not know if you would consider it growing. It is possible it absorb the water and became larger. I guess you can say it grew larger

To amplify on Flame Alchemist's answer: growth is a biological process - you know, making carbohydrates out of carbon dioxide and water, and that sort of stuff - but absorption is just a chemical process - the water molecules just move into the cells and puff out the potato.
