Many countries heavily subsidize their higher education, so it is cheaper. It also helps avoid "brain drain", when countries loose their brightest to other countries. Having good universities at affordable prices keeps them in and lures others in, thus providing ample harvests of educated people for local businesses to scoop up.
The US doesn't subsidize higher education much at all, so the bill is large to study in America.
If you are looking for a good alternative, I am American and did my graduate studies in Australia. I attended Melbourne University (currently ranked in the top 20 universities in the world) and the cost for my entire graduate program was less than one semester at Tulane would have cost me. That's a pretty big difference!

Welcome to a capitalist country. Germany may provide a more affordable education. The cost still comes out of people's pockets in form of taxes.
