The endoplasmic reticulum, endoplasmic meaning "within the cytoplasm," reticulum meaning "little net" in Latin, or ER is an organelle found in all eukaryotic cells.
A eukaryote is an organism with a complex cell or cells, in which the genetic material is organized into a membrane-bound nucleus or nuclei. Eukaryotes comprise animals, plants, and fungi, which are mostly multicellular, as well as various other groups that are collectively classified as protists, many of which are unicellular.

I think all cells have endoplasmic reticulum. Smooth endoplasmic reticulum synthesizes steroids in some cells, stores calcium ions in muscle, breaks down toxins in liver.
Rough endoplasmic reticulum is concerned with the transport of protein synthesized at the ribosomes.

Eukaryotic cells, not prokaryotic cells. The E.R. is an organelle, and organelles are only found in EuK cells. (animal/plant cells, as opposed to proKs-- bacterial cells)

Well, if you are asking about smooth ER, then it is primarily found in cells that are secretory in nature. Rough ER is found in all animal cells, but smooth is a little trickier.
