Cesar wasn't a king he was an emperor he would be classified as a ruler since took power and wasn't born to it. like many have said a king is a birth right most can trace their roots back to a famous ancestor like queen Victoria or Charlemagne himself another great example a king would be like Henry the 8Th and a ruler would be Napoleon

A ruler is a generic term for the leader of a country. A president or prime minister or other leader, is in a sense a ruler.
A king is a ruler with no peer and no rules which he is obliged to follow. A king is able to create laws as he or she will.
Kings (and Queens) are usually granted their title through heredity.

The reality is, there is no difference. Except for birthrights, heredity, and such things, they both rule over the land, they both dispense laws that they have either created or abide by, and they both have sway over the lives and deaths of their subjects/people. Kings were rulers, and many rulers declared themselves King, but no matter how you look at it, what they said, was the way it went.

All kings are rulers, but not all rulers are kings. A ruler could be a Shah, a Pasha, a Czar, a Potentate, or even a Fuhrer. Do you see what I'm saying?

i won't make the obvious joke because it require no effort
i think a king is someone who inherited his position, has a throne, and right to rule either delivered to him through training or birth or some kind of blood tie as opposed to a ruler who could be just someone elected by the people, who came into power by force,
someone abusing his position or who took it up as a matter of necessity.
that's the way i see it anyway

A ruler may come to power by many means, including election or by military coup for example.

i might be talking out of my ***, but a ruler is a general term for anyone who is in charge, Preident, king, dictator, whereas a king is a specific title.
