Sunrise is zero degrees, noon is 90 (at the equator), returning to zero at sunset. This time of year at most northern hemisphere cities, noon will reach about 75-80 degrees.

360 degrees are in a circle. There are 24 hours in a day so that's 15 degrees per hour or 1/4 a degree per minute. I can't answer much more then that until you give me more information.
