No Jornada 820 does not have enough memory to do so, by the way, Windows CE is the no-frill name of Windows Mobile; while most people here would not care, it is Win CE 2.11 (branded Win CE Pro H/PC) upgrading to Win CE 5.0 (bbrand name Win Mobile).
You have only 16 megs RAM with 16 megs ROM; Win Mobile needs much more than the maximum souping that Jornada engineers allowed.

No you can't for a couple of reasons.
1) MSFT licensing and platform requirements prevent it from being able to 'officially' upgrade.
2) More importantly, the devices architecture limits your upgrade path due to processor type and memory among other things.
