For you many break-outs there is a formula of cleanser and moisturizer that will clear up your skin without leaving it dry. If you have severe acne there are actually medicated treatments that are even stronger. It just depends on your needs, I would have to know more about your skin.
For the paleness and blotchyness there are several solutions. First, and this would help acne as well, is the Microdermabrasion Set. It is a deep exfoliation that cleans out your pores, smoothes skin, and evens the tone all in one. If you don't like wearing too much makeup then you can get a tinted moisturiser, Dove and Nivea have them. A compact powder the same shade will stop the shine. You can buy them at supermarkets/chemists and don't cost too much. Also use a powdered blusher and some lipgloss. If you have red/brown hair use a peach colour, if you are blonde use a pinkish colour. Keep in subtle and natural though, you don't want to look like a China Doll. Whatever you do DO NOT! try and get colour in your skin from the sun or tanning clinics. Skin cancer is a serious and deadly disease and it will also age you terribly. Stick to a good quality tanning lotion if you must but I think pale skin with a little make up is very becoming. Just look at Nicole Kidman! She is 41 and looks amazing because she has looked after her skin.

My skin is the SAME way. The best makeup I have tried is Infallible by Loreal. It covers VERY well and won't make me break out (surprisingly!). As for getting skin even and not pale, I have tried Jergens natural glow face daily moisturizer. That works ok, but is a little oily for my face. It gives my face color and hides the blotchiness though.

Go to HSN. com, for the home shopping channel and look at Serious Skin Care by Jennifer Flavin. (Sylvester Stallone's wife.) She had acne and developed this line for people with oily/problem skin. They have a products for teens and adults. I am 41 and still have oily skin, and just started using it.
If you are a women, (adult) another alternative albiet a bit drastic, is that you could consult your doctor about birth control pills. There are types of birth control pills that work wonders for your skin. I started them when I was 18 and never had a single zit after that!

Try using Physician's Formula make-up. It is great for sensitive skin and doesn't clog pores, so it should help with breaking out. Also the concealer they have provides great coverage. For the blotchiness, they have a powder that evens skin tone

Try using Clinque Sports Foundation, it takes away the blotchy look, also use a golden blush all over the face and then regular blush on just the cheeks.

Pure Minerals is a wonderful foundation that makes your skin look wonderful I know they have infomercials on TV in late hours, but Avon also carries it. It's great for you skin and it's all pure minerals so you can even sleep in it and it will not break out your skin.

consider your age and skin type... i am wondering if you are a teenager with oily/combination skin. perhaps even sensitive skin.
you need a skincare routine - cleanse, tone and moisturise.
perhaps you could have a consultation with one of the beauticians at a makeup counter. try clinique.
