How can I fill a balloon with flour so it looks like heroin for a film project?

I need to use this a prop for a music video in my film class, but i cant figure out how to fill a balloon with a powder. i could always just use another baggie of sorts but a balloon would give the authenticity i want without looking too much like flour and thus appearing fake...

Get a balloon and put flour in it. Simple.

Use a funnel. It can be just made from cardboard...

non lubricated condoms work better.....
