from model year 1996 to model year 2005 first check coolant level and flow thru the heater hoses. ( make sure heater hoses are the same tempurature as the radiator hoses )
If the hose tempuratures are the same, flow is ok thru the heater core, If not fix flow problem first.
I.E Low coolant, restricted heater core, bad waterpump, bad thermostat.
If The hose tempurature is ok, then the problem is with the blend door actuator on the heater core case.
1996 to 1998 the actuator will break the door requiring complete dash removal and heater box replacement along with an update blend door actuator,
Late 1998 to present just the actuator motor fails.
any of those years the actuator is accessible after you remove the lower center console if equipped, the radio and the ac-heater control unit on the dash.
In most cases you can easily test the actuator function by first make sure the van is warmed up, turn blower speed off, turn temp control to ac then turn blower fan on medium, does it cool, good, then turn blower fan off again, turn temp control to full hot BUT VERY SLOWLY, wait about 30 seconds, then turn blower fan on medium. does it work? yes, blend door is broken, replace heater box. Doesn't work, check power to blend door actuator and replace if power is present.

All this diagnosis and lists of credits, ase cert, mechanic for years and no solution, just a bunch of guesses. " The BLOWER GOES ON, ok not a fuse. "COLD AIR COMES OUT" ok not a stuck door. No mention of the engine overheating, ok not a thermostst or pump or low coolant. Kind of leads me to the heater coolant valve, located near the heater, under the hood, on one of the hoses. Bet a kick in the knee thats the problem. Hop to it mate

i own a repair shop,and you need to check and make sure that engine is getting hot,and if it is, the inside control unit may be bad on it,this is what opens the heat valve and allows it to heat up,,also on the out side check to see if the heater hoses are warm on it,this means its going through the heater core,and it just may be a vent not opening up on it,there are several things to check out ,also you need to make sure that thermostat is good in it,usually after a few years the thermostat will go bad and not stay closed long enough to make the engine get hot enough to have heat,these are some of the things it could be..good luck i hope this help.s.

Sounds like the heater core or the heating element or even the thermostat. I'd check all 3 ;)

May be low coolant, check the antifreeze level. It could also be from a vacuum leak or broken blend door or actuator in the HVAC system. It will need to be diagnosed properly, but check the coolant level first.

take it to a mechanic...unless you are mechanically inclined...if so check the cable going from the hot cold knob and also where the coolant hose goes into the car from the engine, there should be a valve, check if its stuck, also try taking the hose off...when the car is cold, hot will be too hot, above all I would recommend getting a manual, $20 ish almost any auto parts store.

Make sure your radiator is full of water, make sure the water to your heater core is not turned off.
