Halloween is primarily an American thing, but in recent years it's made it's way to other countries. It's celebrated to some extent in England and France but in England it's used as an excuse to make trouble or throw a party and get drunk, and in France it has been met with a lot of criticism from older french people who don't like american culture invading their country.
