You can find some homing rocket launchers inside the San Fierro airport. Next to the tower with the glowing red light on top are several gas tanks (they look like gas tanks to me). You will find the rocket launcher in between them. This is also a spot for one of the pictures you have to take to make the weapons spawn at your San Fierro hideout. I hope that helps.

Once you've finished all of Toreno's missions, you can find a homing rocket launcher and normal rocket launcher in his ranch. If you want it earlier than that, my recommendation would be to start the mission 'Outrider', get the rocket launcher, but then fail the mission continuously until you have the desired amount of rockets

The rocket launcher is at the airfield. There's a mission where you have to learn to fly. Once you complete the mission look around the area, I haven't played for a while but I distinctly remember finding the pack near the air field because I kept going back to get it because travel is wayyyyyyy faster with that thing.
