DMV/DVL cannot tell you, it would be a violation of every privacy law in the land. If he doesn't give you his address when you call his cell phone, you are out of luck. If he is an old friend, there should be some other old friends that can network for you.

Go online. If t mobile you log on and they got numbers you used for up til 3 months. If they don't do that with another company then you have to wait til the friend call you, if they a good friend they will call, next time put number in a phone book in case of emergencies
