This movie has a scene where the sniper makes a woman chain herself to a hotdog stand while talking to her on a cell phone. He is trying to lure in her husband who is the owner of a gun manufacturing company. I believe there was a concert in a theatre nearby. I can't remember the name of the movie or who plays in it. Can anyone help?

I don't think it was phonebooth, since it took place in a phone booth and not a hot dog stand. The character who is trapped is also a man, not a woman here's a list of movies with sniper as a keyword, m,aybe scanning through the list will jog your memory:
