Let's see...
Darth Sidious lives in an imperial palace on Coroscant, Obi Wan lives in a cave on the desert Planet of Tatooine.
Plus Yoda lives in the low rent district of Dagobah Swamp.
They stay in these places until Luke grows from infant to Jedi, never once emerging to challenge Sidious.
If they didn't think they could beat the Emporer, why would we?

Kenobi couldn't defeat Count Dukou (i dunno how to spell that)... He'd have had no chance against Sidious. By the way, Darth Sedious bested BOTH of the top Jedi lightsaber swordsmen. Yoda and Mace Windu are the #1 and #2 (respectfully) warriors of the Jedi order. That would make Palpatine... uh... i mean Darth Sidious even better then them.
Poor old Obi-wan goes down in a torrent of Force Lightning.
