It's an appositive sentence. Remember, the thought within the parenthesis does not have to pertain to the rest of the sentence. It's more a descriptive comment. The sentence could easily read: Patsy works at the zoo. The "who loves animals" is the appositive phrase.

It is an appositive sentence.

An appositive is a noun or noun phrase that renames another noun right beside it. The appositive can be a short or long combination of words. The important point to remember is that a nonessential appositive is always separated from the rest of the sentence with comma(s).

Look at these examples:
- The insect, an ugly cockroach, is crawling across the kitchen table.
- My 286 computer, a modern-day dinosaur, chews floppy disks as noisily as my brother does peanut brittle.
- Robbie, a hot-tempered tennis player, charged the umpire and tried to crack the poor man's skull with a racket.

"who loves animals" is a subordinate adjective clause that is also an appositive. "who" is the relative pronoun in the subordinate adjective clause.

So it's a sentence with a subordinate adjective clause as an appositive.

I go with the appositive sentence - the sentence is complete without the commas.
