What about a chemical lobotomy? Wars are usually started over something that someone feels passionate about - money, land, religion. So, if you give people a medication that effectively makes them emotionless, shouldn't you be able to prevent wars?

Get everyone to stop discriminating on religions. Either that or stop religion all together. Basically, to stop pointless hatred and jealousy. Completely impossible, but thats what you asked for.
