Vampires indeed have black blood. This is due to the fact that the blood is deprived of oxygen, and usually is coagulated. As I have spattered many a vampire's blood and organs, and vampire blood tends to be nasty, sticky, and clumpy.
As far as your question about hypnotics. Vampires do have supernatural abilities, but if they do have charming effects, it seems to just be out of years of social skill. Otherwise, perhaps I somehow have a resistance to this effect. On this, I am not certain, as holy water does burn them, and my steaks have killed them time and time again. Their blood is red, but thicker. Vampires can entrance by their mere presence. They're the ones in the room that every human is trying to catch their eye or be close to. The one where you would do absolute anything for just to get their attentions
There isn't an actual monarchy over all vampires, but merely a Master over his coven and offspring which can number into the thousands, all sired from the same bloodline.

As far as hynposis...it is a skill that ANY vampire (or anyone else) can learn. And there isn't a "king" or "queen" in the normal sense of the word. In truth, the hierarcy is such that no single ruler could be possible...
