Yes and Yes, when the punter punts the ball and it is blocked, the ball is still live, it is considered just like a fumble. If he picks the ball off the ground before someone downs it and he does not cross the line of scrimmage he can attempt the kick again. Now to your follow up question Anyone is allowed to punt once the ball is fumbled from the punters hand

After a blocked punt the ball can be returned for a touchdown and the defense should try to pick it up and run because even if the other team recovers the ball it will have been 4th down so it will still be a turnover, however most players are taught from a young age to fall on the ball at all times because otherwise they might lose it when trying to recover it and the player on Arkansas probably just did so instinctively.

i think the guy can punt it again cuz im pretty sure this weekend i saw a football game were the guy tried to punt and it like either got blocked or he really screwed up the first punt attempt. but then again i actually think the refs said it was a downed punt and the put it where he picked it up so my answer is most likely no

Only the punter can kick the ball... but i'm not sure about him picking the ball back up. That's a really good question.

The punter would have to catch the ball. If the ball hits the ground it is treated like fumble. Fumbles cannot be picked up and kicked.

Yeah he can re kick it as many times as he can if its blocked..But I think once the ball is past the line of scrimage he cant..
