Depends what you mean by safe:

If you mean free of crime probably Antartica.

If you mean safe as in you won't get hurt by any rouugh terrain, probably the Netherlands; it's pretty flat there.

But as far as inhabited and safe from crime, I would have to say Singapore form what I hear.

I don't agree on Spain. There seem to be alot of car-jackings and robbings of tourists going on lately because I have been warned to drive there with my motor home (and we only used to get warned about countries like Bulgaria and Albania!)

I have visited and lived in quite a few countries so far and I still have to say the savest places are probably the Scandinavian countries and my home country, Austria. In the middle of Vienna I can walk in the streets at 2 in the moring, alone, and I don't have to be afraid. My parents live a little outside Vienna, and there we don't even lock our cars or houses.
If there is a murder (we have an average of 72 murders a year in all of Austria!!!), then it is 99% family related (jealousy or depressions- 4 out of 5 people killed are killed by someone they know) and we don't have wackos running around with snipers killing random people.
Oh, and you can't just go and buy a gun in Austria and basically noone owns one, unless you are a cop or a hunter. There is just no need to run around like a cowboy.
And I also think, because we are very small, just 8 Million people, and most of Austria are little villages, everybody somehow knows everybody. Strangers immediately attract attention and will be observed by everybody.
And even in Vienna, with more than 1 Million people, you know the people in your appartement building, you talk to them and somehow we watch out for each other.

So, after getting to know more than 40 countries so far, I still have to say Austria is a very very save place to live and raise a family.

And after a little research I found out that we actually ARE the savest country among the 49 Industrial Countries. 935 of the Austrian citizens feel save in their country. That's pretty impressive I'd say!

i think is spain. because in spain you can let your kid play outside and nothing is going to happen to them. spain is crimeless.
