You can report it to the Internet Authorities. Yes, there are Authorities that monitor the Internet. Domain names are registered, therefore it is possible to report to an agency that can check into your claim.
But, first, you should give your complaint to the website itself. If it has a "Contact Webmaster," "Contact Us," or any other way you can voice (email) your opinion, do so. Website cannot improve unless you tell them your concerns.

If it's your website, just delete all the files from the server. If it's not your website, there's nothing you can do if it's not "up to par." Just don't go there.

Would you like it if someone took down your site just because they didn't like it?
Anyways, there are ways of changing things.
You can fix the site from your computer by using Firefox and an addon called "Stylish". Then change the layout, the colours, everything. It doesn't change the site on the servers, but it does change how it looks from your computer.
Otherwise... just don't go there.
Block the site's IP in your "hosts" file.

If it's yours, delete all the files. If you still want to look back at them, rename the "index.html" file and create a new index file that says something the equivilent of "website now defunct:.
