Lol it's a spoof on the Kansas Education Board trying to incorporate intelligent design into public schools. It's hilarious, especially since the school board doesn't seem to know it's a joke. Here's the site:

An argument used against the "theory" of Intelligent Design.

It was originally an open letter sent to the Kansas Board of Superintendents which asked them to teach the theory of Flying Spaghetti Monsterism (that a large plate of spaghetti with two meatballs for eyes created the universe but this can not be proved because he is invisible and erased all proof of his actions) which the writer claims is just as valid as intelligent design or creationsism.

It eventually developed into a hub for atheists and liberals who dubbed themselves "pastafarians" and bought a variety of FSM themed merchandise from the website where the original letter is posted.

It's a way for athiests to mockingly describe the act of believing in a diety. It also points to the arbitraryness of the attributes that people ascribe to the devine.

So... Christians have Christ, and some clever and smart-aleky athiests have the Flying Spagetti Monster. Muslims have Allah, Jews have Jahweh, the ancient Greeks had Zeus, and if you can have that, then WHY NOT have the Flying Spagetti Monster?

Basically, athiests are saying that believing in God or a god is about as silly as believing in the Flying Spagetti Monster.
