Generally groundhogs don't like a lot of noise in their neighborhood, and they really don't like dogs- so either of those two things should encourage your freeloader to move along. This time of year they are really just looking for a spot to winter over in, and will sleep away the time without bothering you. I am assuming he has dug a winter hidey hole under your garage, where he plans to hibernate. If you can leave him in peace, in the spring he will likely move on. They really are peaceable creatures, vegetarians by nature and quiet. They maintain several hidey holes, though, and will abandon one that gets too noisey or if a threat moves in- like a dog. Providing he or she hasn't already started hibernating, in which case they are just too sleepy and slow. If this is the case, the state game department may know somebody who can haul him/her out of the hole and transport it to a safer spot. If all else fails, I'd find a no-kill trap and bait it with carrots and turnips. We had groundhogs in PA, and that's what we fed them. Then you can just turn it loose in nearby woods.

I would not kill the Woodchuck, but I would invest in a Have-a-heart trap and catch him and release the little ground pig into the wild. I recently purchased a Victor rotating mouse trap the catches up to 10 mice alive and I have caught 4 and I let them go into the wild so the cycle of nature can carry on.

There are poisons you can get at a hardware store or farm supply store such as TSC or Farm & Fleet. But be warned, a decomposing woodchuck is not a pleasant smell. The gun or trap is the better method, as it allows you to dispose of the body in a timely manner. You could use a live trap, such as HavaHeart, but then you have the challenge of "disposing" of the trapee. Perhaps a bow & arrow?

Kill it with a trap or fumigate the woodchuck but be careful if you have dogs.
