Tea bags all the way. Spoons won't achieve anything than a temporary tingly feeling and you feeling ridiculous. Tea bags on the other hand, have special anti-oxidants (which is why tea is better for you than coffee), which clean your insides. This is especially the case with herbal teas. Those are the best for the eyes, because its like putting green tea leaves or honey on your eyes, which will give your eyes a cooler feeling, smells good and actually benefits you- it keeps you fresh and makes you look it too. Oh, but make sure that they are cold, not wet. Try keeping them in the fridge for a little while before you put them on your eyes. That way the vitamins are locked into the tea bags and your skin will absorb it in when applied.

Cold damp (not wet) tea bags is better. The spoons will warm up faster and are too cold at first. The teabags have extra vitamins in them (especially if they're green tea) that will "wake up" the skin and soothe it.

This sounds like a joke, but it's not: Preparation H. It reduces swelling (for real, I'm not yankin' your chain).
