I have lived in both New Orleans and New York.
New York is definitely the jazz capital.
It has been since the 1950's. New Orleans has got the history, but New York is where the best musicians of the future go to play. Of course, there are some really great musicians based out of New Orleans, equal to the NY musicians. It's just that New York is more progressive and has more jazz musicians.

Hello:
Before Katrina, it used to be New Orleans. Now I think it might be St. Louis or Kansas City. I'm not an expert, but I think I remember hearing that answer on Jeopardy.
Good luck.
