Yes. Hot water is the solvent used to dissolve salt in a chicken soup.
In chemistry, it's common to dissolve substances in organic solvents (Ethanol, Acetone, etc...).
The saying is 'like dissolves like' - so organic materials are best dissolved in organic solvents. Inorganic materials are better dissolved in water based or aqueous solvents.
