look and see if the wrong bulb is in there, you do have a direct short to ground. but its not only just the tail lights, its all the parking lights so check all the lights and check your owners manual there might be something else on that fuse also

YOU HAVE A DEAD SHORT TO GROUND. TRY PULLING THETAIL LIGHT BULBS AND LOOK INSIDE THE SOCKET FOR RUST OR CORROSION. YOU MIGHT FIND TAHE NEXT TIME THE CAR WILL SHORT OUT AND CATCH FIRE (PROBLEM SOLVED)
SERIOUSLY IF YOU FIND NO CORROSION TRY A FUSE WITH THE BULBS OUT.
YOU CAN ALSO BUY A CIRCUIT BREAKER TO PUT BETWEEN THE FUSE TERMINALS SO YOU DO NOT BURN WIRING GET ON 5 AMPS LESS THAN THE FUSE
GOOD LUCK

Its not a bad ground, its a dead short in the system. Try a continuity test on the wires.

I had a 91 rs and had the same trouble. I fixed it for good by wrapping the blown fuse in aluminum foil. It never acted up again.

Maybe just a bad connection. Try disconnecting and reconnecting the wiper motor power connections under the hood a few times. If that dosen't work, the the wiper motor is probably going bad and is drawing too much current.

fuse is blowing because of short in circuit. try disconnecting both rear lamps and license plate bulb. then install fuse.turn on lamp switch and see if fuse blows. if it does, problem is between steering column switch and rear lamp wirring.if it doesnt blow, then reinstall one component at a time to isolate circuit. hope this helps.

you have a short somewhere and don't do like that one guy said and wrap your fuse in aluminum foil unless you want the whole car to catch on fire.
