In many places it doesn't work. I'm only really familiar with Italy. People don't work, because they get just as much money if they don't then they would working for the Fiat plant downtown. That's why Northern Italy is resentful of Southern Italy. They do all the work.

they can get away with not working until some one squeals on them then theyy have to do the time for the crime.
