It's not treason, but it is illegal. War can not be declared on an individual. Whatever he has done to get you so fired up, it must be handled as a civil matter. Take him to court.

First I doubt you are a government entity...so it isn't legally possible. If you were a government entity; governments don't declare war on individuals.

And if he is an American....you're not so you would be breaking some US Federal law and subject to arrest, prosecution and confinement.

LoL... thats like a duel, not war, so delclair a duel, although its against the law now.
if u had enough people, u could be rebels and cuase a revolutionary war, which i belive s treason... but im not sure.

Unfortunately, you can't declare war. Only nation-states can declare war. You would just be murdering your neighbor.
