They're the same person. Sacha Baron Cohen is the genius behind them. He's an English comedian from Cambridge. He also does a character Bruno, who's an Austrian homosexual. I love him!

2d Edit: Excuse me for not watching television. No, I am not sure, but wikipedia claims it to be so. Wiki is a user created resource, and several friends' bios have been wrong before, posted by others, so wiki isn't terribly reliable.
