There is an airport in Daet, Camarines Norte although it is just a secondary airport and is seldom used. The only regular Philippine Airlines flight to the Bicol Region is Legazpi City, which is approximately 6-8 hours away from Jose Panganiban.

I suggest that from the Ninoy Aquino International Airport in Pasay City, take a taxi to the Philtranco Terminal along EDSA (Epifanio delos Santos Avenue) cor Apelo St., also in Pasay City. There you will find buses that will take you to different towns in Bicol, among them Jose Panganiban. There are also other bus lines located in Cubao, Quezon City that regularly have trips to the Bicol region.

Good luck and enjoy your stay in the Philippines. We have one of the best, longest, most colorful Christmas celebrations in the world!

i think theres an airport in daet, camarines norte. Daet is the capital of Camarines Norte. Camarines Norte is a province located at the topmost of bicol Region (REGION 5). It lies at the boundary of quezon province of region 4 and region 5. Theres an airpot in Pili Camarines sur ( about 4 hour bus ride to daet cam norte) also in Legaspi City (bout 1.5 hour bus ride from Pili Cam Sur) Theres also one somewhere in Quezon province but none of these airports are international airports. you better arrive in Manila then transfer to a domestic flight to these provinces. I saw this local tourist site, perhaps you can try searching there. I saw an add there once. try using the search box, it might help you also. http://philippine-destinations.blogspot.com/
