Im not sure these items are under $35 or best with the age groups, but i think this at least help a little: ;)
infant: rattle, baby socks, clothes
2-3: clothes, plush animal, baby toy
4-6: toy, plush animal, candies and other sweets
7-9: school supplies, video games (for only young children)
10-12: video games, school supplies, movie
13-15: something that they like ;)

I am better on the little ones, so I am just going to answer those. I don't have many older ones to buy for, and they are much more opinionated, so we usually just get those a $50 or $100 savings bond (they cost $25 or $50 respectively at www.treasurydirect.gov).
infant - boy or girl - stuffed animal (make sure eyes are safety eyes or just embroidered, ones for older kids can pop off and be swallowed), soft stuffed blocks or balls, fabric or plastic books
2-3 year old girl - dress up clothes (princess, etc), plastic jewelry, fussy hair accessories, just think girly and pink - that is the stage they are in
2-3 year old boy - anything with wheels, Thomas the Tank Engine - the smaller sets or items in the wooded kind are fairly reasonable or the diecast can be found at Target and they are pretty cheap (see if he already has a set you can add to and which kind it is - wooden or diecast)
4-6 year old girl - same as 2-3 just bigger sizes
4-6 year old boy - they are usually still into Thomas until 5 or 6, 6 year olds like bigger kid cars (remote control, etc) but they are really too young to build the model kind
I am no expert on the older ones, so I will not venture a bad guess.

Sometimes it's best to list out for each child a list of activities that they enjoy (sports, legos, dolls, pizza, etc.) and back into a plan from there. Failing that, here are my suggestions:
infants: Dad's favorite sports team infant jersey
2-3 year old: Stack-em blocks or a basic puzzle
4-6 year old: Crayola gift packs or Legos
7-9 year old: Polaroid iZone camera w/ sticky film (lots of fun!)
10-12 year old: Charm bracelet or Video games
13-15 year old: Good luck!

here are some suggestions on gifts for children, for the infant i would buy them new close, blanket, walker if the parents dont have one for it, a jungle gym for them to lay under and play by batting there hands at the objects that are hanging,,,2-3 year olds (boys) extra large legos so they dont choke on them if they would put them their mouth,, tonka trucks, tool set bench,,,books,, For the (girl) baby dolls, play food for the kitchen set that Santa might bring them, dress up clothes and shoes,,, close,books, 4-6 year old (boys) same as above except might want to get them some hot wheels,, eletronic baseball tee, for the (girls) same as above, except might want to add that they are starting to get into barbies now,,, 7-9 year old boys are basically the same as above and same for the girl,,,for the 10-12 year old boys might want to get them a hand held video games,, CD, CD player, , for the Girls of this age maybe some kids make up,,, hair bows,, fake finger nails,,, puzzles,,, now for the age group for 13-15 I would go and get a 25 dollar gift card from walmart if they are not your kids that your buying for i mean,,, if they are your kids then get them at this age clothes, make up for the girls and also heres an idea if they are like you neices and nephews then you can get a stocking fill it full of things i mentioned above for either boy or girl stuff I Hope this helps and early Merry Christmas and have a happy Thanksgiving

What I usually do for the children in my family is go to the dollar store and each get a basket and put about 7-12 items in each basket for each children. I then just wrap the basket with wrapping and a bow. Its a great cheap idea, expecially if you have more then 3 to buy for.
