Hey I was wondering if anyone could explain what this is saying and possibly where I could find some information on it. It would be greatly appreciated!

The most current example would be the North Korea situation. North Korea would like unilateral (one on one) talks with the US, but they are using a multinational diplomatic effort. The reason is that if North Korea is isolated they will quit their bad behavior. If they do one on one talks they will extort concession from the US, but cheat and not comply. The multinational talks (including their benefactor China) will have more impact on their government and give them less of a bargaining chip.

It depends on the situation with Iraq it should of been thought over a lot better. Iraq we should not have went in thier actually with more multilateral support. Bilateral issuses work better for countries like Mexico, Canada, UK because the problems are usually between two countries. Diplomacy should be used at all possible avenunes, but thier are limits to diplomacy too. Can not talk rational to countries want nukes at all costs, and is willing to sell the technology to the highest bidder. Common Sense is lacking in diplomacy nowdays, and CIA, KGB, MI6 have not been good smaratians in the past that complicate efforts to get things resolved when those orginizations were fixing elections in the past.
