Last year I bought a new 128 mb card ,the Nvidia GeForce Mx 4000 (if that acctually means anything to you)but it wasn't powerful enough for Black and White 2 and even slowed down playing Civilization 4. So I figure I probably need a 256 mb card right? If that's the case what's a good card that will run most any games but is aslo fairly inexpenssive?

P.S. Please don't just refer me to tiger eletronics or best buy.

Well the amount of Video RAM doesn't mean too much honestly. The Mx 4000 was the bottom of the line for the GeForce 4 series. Right now the best 256MB card would be a Geforce 7950 like this one:

EDIT: Why did two people recommend the ATI x800? It's an outdated card that can't hold a candle to the one I recommended. The review that guy linked to is over 2 years old. If you want a good ATI card check out the ATI X1950Pro

I'd say for gaming, stick with Nvidia,
The problems you are having with slow performance are not just the amount memory your card has, but the speed of the gpu and the speed of the memory, so look for a Geforce series card with a faster gpu and faster memory, mabey invest in over clocking your current card before tossing in $350 for a new one.

more memory isn't always better,most games don't need or utilize large amounts of memory, but would benefit from faster memory.

the best bang for the buck right now looks to be the 7900GS. it lacks the performance of a 7950 (not by a ton), but is quite a bit cheaper. it's what i have right now and is very nice.

however, like they said, video memory isn't all of it. a 512mb card will be better than a 256 of the same card, but not by much. there are a lot of other things to look at too.

I will go to NVIDIA PCI Graphics Geforce 7950, it is the best available in the market

i have an ati radeon x800 xt platium card. its nice dude. i went pro using it in cod2 and it worked very well giving me 200 fps consistently in a graphic demanding game. i recommend this card if your looking for a 256mb. i am personally not a fan of nvidia. try www.newegg.com if not just google it.
