I work in a NJ mall and the employees stand at back entrance and smoke, this is not legal. Where do I report?

The smoke travels down the hallway and into my office. They are actually inside the building when smoking. What number do I call to report this?

I have already contacted mall admin and nothing has been done about it.

There may be a state number if the mall security won't do anything. Check around where they post the legal info they have to post in a workplace. Or, look in the phone book for the blue pages that are for the govt.
