No. Sometimes they pick on someone to make sure that person does not get what they themselves want; it's happened to me all the time coz I'm like a boring quiet person who only has certain skills that are enviable, but others feel they are much better than me and have many things going for them and would therefore not want to see someone lower get the things they think they deserve.
It hasn't happened to me in a while though.

Not entirely. It's mainly done because of ignorance. I openly admit that I'm jealous of someone and mainly because they are with someone else to begin with. That's not making fun of them but in my way letting them know that I approve of their choices.

sometimes, but not always. for instance i personally make fun of people in a jokingly sarcastic way. and if im jealous of someone i complement them on something. i like your outfit by the way!
