It depends on how old your kids are...or you? In general, since it's now darker earlir b/c of daylight savings time, I'd say around 7:00. And be done around 10 O'clock. That way you have plenty of time to come home from work, cook dinner and get the kids all dressed up. Plus it's right after the sun went down, so perfect! And don't go too early, like if the sun is still out, some ppl giving out candy may not be ready or home ya know? If you have younger ones (8 under) maybe like 6-6:30 to start. But if they're a lil older they're less afraid of dark and stuff than like 7:30-8:00 to start. Some malls you can take your kids to too, if your afraid of them getting bad candy or if your kids don't like the dark. Have fun and be safe!

It is customary for Trick or Treating to start as soon as Dusk comes upon the land. However, if you are a very young child, trick or treating can be done at your parents' discretion.

I always think that it will start at around 4:30 because it is just starting to get dusk and there are always some kids who get an early start. Most kids though will wait until after dinner though because their parents do not want them eating abunch of candy on an empty stomach.
