First off, to the guy who said Andy Warhol- he's not a punk band. He's a kickass artist, but not of the musical variety. One of his pieces showed up on the cover of a Velvet Underground CD (the banana) with his name beneath it, so I guess I can understand how that could be confusing.

The Vibrators are by far the best Punk band in history. Very underrated for their work. They would blow the Clash & the Sex Pistols out of the water anyday.

Most people don't think of them as punk but The Who started the whole genre. All the attitude and defiance in punk can be traced back to those early formative years of guitar smashing and chaotic live shows. Besides, nearly every punk fan I've ever met loves the Who as well so I think it speaks for itself.
