It depends what size you are & if you're wearing a supportive bra.
If you wear a bra with under-wire, it might be cutting off your circulation.

Sometimes, before the period, breasts can become tender. Sometimes it helps to drink water and cut down on salt and sugar a couple weeks prior to the period.

Seems abnormal in my experience unless you're having your period. Go to your doctor and get a mammogram to be safe.
